Abstract

Sports exchange programs between neighboring countries have emerged as valuable tools for building stronger relationships and cooperation. This study examined how sports exchange programs between Kenya and Ethiopia contribute to better bilateral cooperation between the two East African nations. The problem addressed was that despite both countries' excellence in athletics, systematic sports exchange programs remain limited and their potential for enhancing cooperation is not fully understood or utilized. The study aimed to examine the role of sports exchange programs in enhancing bilateral cooperation between Kenya and Ethiopia. Three specific objectives guided the research: investigating how cultural understanding through sports exchanges influences cooperation, examining how athletic talent development affects bilateral relations, and analyzing how sports diplomacy strengthens cooperation between the countries. The research was grounded in Soft Power Theory, which emphasizes the use of attraction and cultural appeal rather than force in international relations. A mixed-methods approach was employed, targeting 78 key stakeholders including government officials, sports ministry representatives, and diplomats from both countries. Data was collected through structured questionnaires and analyzed using descriptive and inferential statistics. The findings revealed that sports exchange programs significantly enhance bilateral cooperation, with a strong correlation coefficient of R = 0.847 and explaining 71.8% of cooperation variance (R² = 0.718). Cultural understanding had the strongest impact (β = 0.358), followed by sports diplomacy (β = 0.347) and athletic talent development (β = 0.295). The study concluded that sports exchange programs serve as effective diplomatic tools for Kenya and Ethiopia. The research recommends establishing comprehensive bilateral sports exchange frameworks with dedicated funding, expanding joint training facilities.
